Ultimately, I think he does not care if he spouts nonsense. It's just a variation of the Gish Gallop technique, where the speaker throws out so many statements in a row that by the time you refute the first 5 with fact and reasoning, there are 10 more added on top and you never get to a conclusion.
He's simply trying to denigrate the notion of any reality other than the one that he provides, and which can change from moment to moment. It leaves him as the source of all truth, and it's irrelevant if it makes any sense.
Don't bother offering fact and reason in response. Simply say "That's bullshit", and move on. Hopefully, we are getting very close to him becoming irrelevant at last. The only need to point a camera in his direction will be to record his sentencing.

Well if those waterfront homeowners can't find a buyer when the water rises, the taxpayer will foot the bill for their loss- as long as they can make thise flood insurance payments. Unfortunately the premiums keep going up, but we can rest knowing those with enough wealth to pay them will be made whole by the taxpayer. Too bad those poors won't.
Federal flood insurance needs to be turned into a buyout program. We'll pay out but now it's owned by the public. I grew up along the ocean and yes it's heart breaking but the current setup has to go.
